Alpenliebe = 50 paisa

I really want to know that what are the steps that are taken to erase 50 paisa from the market.
One step which i have observed is that instead of not giving out the change in return, the shopkeepers try to sell out CENTER FRESH or ALPENLIEBE in place of Re 1 or 50 paisa.
To how much extent are they correct?
Where all those coins have vanished all of a sudden?
Whose responsibility is to put an end from its vanishing?
Either we, the Indian citizens or the Indian Government?

One experience I would like to share with you all.
I too gave out two ALPENLIEBE instead of Re 1. at RELIANCE FRESH (just at a walking distance from my room) and to my surprise the shopkeeper accepted those. So, being an Statistician what should I infer from this Incident?
The answer would be obvious that we have accepted this as a normal routine that if shopkeeper has to return Rs 3, maximum chance is that he will return three CENTER FRESH and at the same time they are also accepting these chocolates and chewing gums as a coin.
Its really great !!!

At the same time time I think that companies are taking advantage of these situations.
Please stop this malpractice!!!!!
